The Draft Constitution of the State of the Khilafah Rashidah
We place this Draft Constitution of the Khilafah State in the hands of the Muslims - as they work to establish the Khilafah, and restore the ruling by all that Allah has revealed - so as to comprehend the reality of the Islamic State, its structure and its systems, and to
comprehend how the state will implement the systems and rulings of Islam.
This Constitution is an Islamic Constitution, emanating from the Islamic Belief, and is taken from the Shariah rulings, based on the strength of the Evidence.
It has been adopted by derivation from the Book of Allah, the Sunnah of His Messenger and that which they indicate, the Consensus of the Companions and Qiyaas.
It is an exclusively Islamic Constitution, there is nothing in it that is un-Islamic. The Constitution is not specific to a certain region, or a particular country, rather it is for the Khilafah State in the entire Muslim world, moreover for the entire world, considering that the Khilafah State
